JM notes: I have received numerous indications that a consultant with the Ocean Conservancy, Jen Savage, has been representing herself to local stakeholders as an "MLPA Initiative spokesperson" as reflected in Frank Hartzell's article. To the best of my knowledge she has no such authority and I will be seeking clarification from the MLPA I-team.
