In case it's useful, I'm sharing the Oregon spearfishers group's kelp preservation proposal to Oregon State's 2020-21 Rocky Fisheries Habitat proposal process, (aka, getting ODFW permit to kill-in-place as many of those evil f*king purple urchins as we can on some select reefs before their kelp goes extinct.) We're enlisting our state's scuba divers too, as they can cull-n-place ~3,000 per tank). The doc also advocates other steps like protecting the Sunflower sea star that's nearly extinct, and permanent regs change, not just a named-reefs permit.
